This permission is given by park’s authorities or ministry of tourism and is quite expensive. If you leave a path and fail to provide this permission you may be sent off the park or even the country, or you can be committed to prison. However there parks where off road is prohibited at all, for instance Ngorongoro (Tanzania) and Amboseli (Kenya).
